short options should be defined in Option objects

Bug Description
At the moment short option names are defined globally. Although global consistency is very desirable, this is not a good way to achieve it - new plugins cannot add short names, options that use them must be defined globally, etc.

I think this issue was fixed by Martin Pool and now it 's in bzr.dev as revno.2203
