update manager is broken

Bug Description

I am new to Ubuntu, very new. I have Jaunty jackalope installed. It has been running fine for well over a month. I am also using Opera as the web browser. Out of the blue I get an error message in regards to the update manager. Package manager will not work. Add/remove programs does not work either. I searched the Ubuntu forums and found that this command fixes the problem sudo apt-get update -o Acquire::http::No-Cache=True -Until the next time I boot up the system.

Looks more like apt issue, might be duplicate of bug 33505

Have you tried an
$ sudo apt-get clean
and see if this fixes the problem?
