Weather does not appear when network connection not initially present

Bug Description
I have my location configured in the clock with weather turned on. Sometimes when I log in, I am not connected to a network, such as when I must authenticate on wireless networks. When this happens, the weather does not load in the clock.
Steps to reproduce:
1. Enable your location and weather display in the clock.
2. Log out.
3. Disable your network connection (firewall, unplug cable, etc)
4. Log into Ubuntu
5. The weather will not be displayed. This is expected.
6. Connect to your network.
Result:
The weather never displays. There is no way to refresh the weather and make it display.
Expected result:
The weather should load once the network is accessible or a refresh function item should be available.
