Firefox Icons greyed out in safe-mode

Bug Description
Binary package hint: firefox-3.0
When I type "firefox --safe-mode" in the konsole, the Firefox GUI comes up, but the icons for reload, stop, back, forward are greyed out and don't do anything when I click on them. Also, I can type a URL into the text box, but when I hit enter, the browser does not go to any website...its as though my keyboard input is being ignored, but it is echoed on the screen.
If I Edit->Preferences and enter a URL for home, and then click the Home icon, it does not go to that URL, but instead to a Mozilla related website.
This is true in some accounts on my computer. In other accounts on the same computer, Firefox works fine.
Yes, I tried moving the entire ~/.mozilla directory tree out of the way, to no avail.
This is on Kubuntu 9.04 with firefox 3.0.14.
