Thank you for taking the time to report this bug and helping to make Ubuntu better. Unfortunately we can't fix it without more information.

This sounds very similar to https://bugzilla.novell.com/show_bug.cgi?id=536821

Unfortunately that ticket was closed prematurely because the user deleted his ~/.config/transmission directory, which had the advantage of resolving the problem for him, but the disadvantage of not fixing the underlying bug. :)

Could you please attach your ~/.config/transmission/settings.json file? Other than directory names, this
file doesn't have any personal information.
