Russian keyboard layout lacks 3-rd level "—" symbol

Bug Description
In current Karmic pressing "-" key with 3-rd level key produces "—" (em-dash) in English US layout, while the same action in Russian layout produces "-" (hyphen). In Jaunty Russian layout has the same "—" as US layout, which is the desired behaviour.
