1)$ lsb_release -rd
Description: Ubuntu 8.04.2

2)$ apt-cache policy postfix-policyd-spf-python
postfix-policyd-spf-python:

3/4) Path to configuration file is wrongly stated in README.Debian. This is fixed already for lenny:
