Menus scroll needlessly

Bug Description

With the application menus placed in a panel on the bottom of the screen, the menus often scroll, as if there wasn't enough space to display them fully. However there is, and if I move the mouse off the menu and back over, it does display fully. This happens for both the main Application/Places/System menus, and their sub menus.

This behaviour often causes me to click the logout menu instead of just bringing up the System menu, as the menu has been brought up and scrolled by the time I release the mouse.

I can reproduce this on two machines running dapper, with these menus on the bottom panel, the first time gnome has started. It does then occur later (after fixing by moving the mouse over each menu once), but I'm not sure how to reproduce that.

I can confirm this bug... but this is not only for panel applets but also happens with other (contex) menus so let's reassign this to gtk
