Bug Description
Sometimes g-ctan creates ebuilds with IUSE="source doc" even if it should not, an consecutive succeeds then.

The problem is due to some servers not giving the correct answer if a file does not exist.
Thus wget --spider in fetch-package() succeeds which it should not.
