LCD brightness fluctuates on Gnome login

Bug Description

Binary package hint: gnome-power-manager

On Gnome startup on my laptop (MSI Wind U100, Intel Atom N270, running Karmic), the LCD brightness starts oscillating between two seemingly random values at a rate of about 4Hz. The brightness notifier stays popped up, reflecting the brightness as it changes.

Opening the main menu from the dock stops the oscillations and sets brightness to the expected level.
