flashblock uses wrong version of mozilla-devscripts

Use new features of mozilla-devscripts 0.14/0.15

- simplify debian/rules
- reduce Depends to a simple ${xpi:Depends}
- move ${xpi:Depends} to recommends.

this is a karmic extension cleanup effort i am doing after discussing with asac

Removed myself from this bug, not sure how to continue at this time due to version already in Karmic repos. Maybe we should just update the things from https://wiki.ubuntu.com/MozillaTeam/Karmic/ExtensionReview using same unreleased version:

since that is june maybe we should roll out a newer version latest stable. im fairly sure 1.3.14 was released

Syncing version 1.5.11-1 from Debian will fix this bug.

Thank you for taking the time to report this bug and helping to make Ubuntu better. However, I am closing it because the bug has been fixed in the latest development version of Ubuntu - Lucid Lynx.
