works fine when executed as root (sudo)

Marking as confirmed since two other confirmed (IRC).
This is not related to older bug where /proc/sys/vm/mmap_min_add not being 0 caused the issue. Since it is already 0

Tested http://ftp.hu.debian.org/debian/pool/contrib/d/dosemu/dosemu_1.4.0+svn.1828-2+b1_i386.deb with no difference.
