people need to know if an activity has been translated into their language.

this is also reported on http://dev.sugarlabs.org/ticket/1289 i think we can follow better over there ?.

also this is more related to sugar than to soas in general.

I've added the Sugar ticket for reference here and closed to bug for SoaS, as it concerns Sugar generally. However, its state (from dev.sl.o) will still be tracked here.
