Bug Description
After every 30th boot, the root file system is checked. This interrupts the boot process, the splash image disappears and the user sees the text console and thinks something has gone very wrong. IMHO this forced check is not necessary and should be removed.
Note: the original reporter indicated the bug was in package 'base'; however, that package was not published in Ubuntu.

Meanwhile, if you wish to change this behaviour yourself, you might want to read the manual page for tune2fs (specifically the section with the -c option). Please report any more bugs you find.
Additional note: This bug is also similar to bug #22460
