Series bug pages are missing bugs (and non-series bug searches can miss things like by-assignee)

Bug Description
The pages that list all series, the series +index page, and the milestone page all show that there are bugs in malone 3.1

The problem is that a bug can be targeted to a series explicitly via productseries and implicitly via a milestone (which is subordinate toa a series) . DistroSeries has the same behaviour, but the problem is not as noticeable since Ubuntu often targets bugs to a series.
I suspected this was a problem when I updated the productseries page a few months ago. Now I need to show bugs on the series page. I can extend the latest bugs view to show the correct bugs, but when the user want to see all the bugs that are in the series, he will go to the bug page and see that there is nothing. I think we need to reconsider how we handle bugs in subordinate objects.

In fact, I'm marking this as a dupe of the one about bugs only open on series, because its the same underlying behaviour
