Bug Description
I have a user on my jaunty UEC system who sees the public IP of his instances right after they start, but some time later ec2-describe-
As the admin user I see the same for his instances, but I have never observed this for any of my own.
INSTANCE i-41CB070F emi-BC3A13E9 172.16.1.34 172.16.1.34 running cuec 0 c1.medium 2009-09-
(the public IP should be 10.55.55.201)
