services don't stop or sart

Bug Description

I tried some services to start or stop in bum, but nothing happened. First it looks correct, but later if I start bum again, all was like before. :-(
This happens only in Dapper, not in Breezy.

Not fixed in Edgy - yet - requires a UVF exception. http://wiki.ubuntu.com/MOTU/Processes/UVF
