Chat action doesnt bring chat window to front

Bug Description
When i issue the chat action on a contact, the pidgin chat window does not get focused,
it does not become the active window, or the top window on the workspace.
so if i have firefox open, it will open the chat window below it.

This is actually a dupe of another bug, I just can't seem to find it right now.
Basically, this isn't our problem. We're doing all the right things, it's just that pidgin is doing something stupid.
