ubuntu-bug tool can't upload report when proxy used

Bug Description

Binary package hint: apport

I've tried upload report with ubuntu-bug tool but it failed with following message:
Could not upload report data to crash database:

<urlopen error [Errno 111] Connection refused>

I using proxy with basic authentication. Proxy setted up through gnome-network-properties tool. $http_proxy environment variable is defined. Gnome application works fine behind proxy.

I've attached video to demonstrate bug.

Confirm this bug. I can upload via ubuntu-bug only if I have direct access to Internet.
