Bug Description
In the VA Section Report, the column heading under "Required Competencies" that says "% Completed" should say "% Evaluated".
In addition, the "Competency Attainment" chart at the bottom of the report should be calculated based on the % of ALL required competencies for which a student was rated a 2,3 or 4. In other words, no student can be 80% competent unless the % of required comps. evaluated is at least 80%.

PLEASE CHANGE THIS BUG:
1) LEAVE "% Completed", which is the % of ALL Competences for which a student is rated 2/3/4.
2) Base the "Competency Attainment" chart on the % Completed column. In other words, if a student is rated 2/3/4 on 92% of the required competencies, then they should be counted in the 90% competency attainment row.
