rabbitmqctl wrapper only checks if being run by root

Bug Description

Binary package hint: rabbitmq-server

/usr/sbin/rabbitmqctl checks to see if it's being run as root. If so it su's to rabbitmq and runs the command requested. For all other users, including rabbitmq it provides usage information and tells the user the script should be run as root.

If the user is already the rabbitmq user it should run the requested command and not error out.

Matthias Radestock just let me know this has been fixed upstream, so we'll be able to close this bug report when the 1.7.2 sync request goes into Lucid: https://bugs.edge.launchpad.net/ubuntu/+source/rabbitmq-server/+bug/528220
