It works fine here, looks like you are having dependency problems. Please make sure all the dependency packages are installed

As a temporary work-around, you can edit /etc/default/speech-dispatcher and set RUN_SPEECHD to no. Then run sudo apt-get -f install to fix everything up, then change /etc/default/speech-dispatcher back to how it was, i.e RUN_SPEECHD=yes and things should be ok.

I am unable to reproduce the issue here as well.
