Bug Description
I'm not sure how many people use Workspaces in day to day use. I find it difficult & annoying to think of switching among them despite using Linux for more than 8 years. Switching to me feel like getting up from your table and then go to another one but you don't know what you left where. People coming from Windows don't get this at all.
Despite all this, I love it because it looks good :) on Panel. It came to my mind why not make it 'look & behave' like tabs. We use them in browsers, file managers (nautilus), editors... why not Desktop. The visual change will probably make immediate difference to it's adoption by more users where even the newbies can understand what it means.

I fully agree that the workspace switcher is not very usable. I'd add that when the windows are minimized, then the workspace switcher behaves as if the workspace is empty.
