Starters on Gnome-Panel are moved after restart

Bug Description

Binary package hint: gnome-panel

Howto reproduce:
- Add a starters to the GNOME-Panel (eg: Applications >> Accessories >> right-click on Terminal >> Add to Panel )
- A starter gets added right of the existing starters.
- Log Off
- Log On
- The newly added starter now is located between the leftmost starter (Firefox by default) and the System menu.
When a second starter is added, this one will move between the Firefox starter and the System menu after a restart and the previosly added starter moved back to the right side of the rightmost starter.

Expected behaviour:
- New starters are added directly reight of the rightmost existing starter and stay there until they are moved manually

that's a known issue and a duplicate.
