2.4.18 supports disconnected mode for the pcache overlay which was discussed at UDS and part of the server-karmic-directory-enabled-user-login specification:

The package builds correctly as well as installs and upgrades correctly. The upstream test suite is run during the build process.

I know that 2.4.18 isn't released yet, but we'll need more information about the other changes in the release to evaluate this for freeze exception.
