shutdown/restart work not appropriate

Bug Description

After install ubuntu 9.10 from scratch (not via update manager), I can't restart or shutdown system. While I shutdown or restart it, it wait a lot of time. In console I found the follow:

Checking for running unattended-upgrades: * Asking all remaining processes to terminate...

I can confirm that. Shutdown hangs with message: "Checking for running unattended-upgrades: * Asking all remaining processes to terminate". Running "sudo dpkg-reconfigure unattended-upgrades" and selecting "no" doesn't fix the problem.

I can also confirm I'm seeing this on two different machines. It was correctly shutting down, only pausing at this message for a short time before returning ["Failed]" up until yesterday. (I've been running apt-get upgrade daily.)

I can also confirm the problem. It first occured yesterday (25th August 2009) after the update of my karmic.
