When downloading files they reach 100% then just sit indefinitlely in the download manager without completing and without the file being created. It has been doing this for a while now but did not always do this. I am using Ubuntu 9.04

Thanks for the report, does that happens with *all* the files you're trying to download? where are you trying to save those? could you please run epiphany from the command line , try to save a file and paste the output if there's any there? Thanks.
