Bug Description

Kmail uses the non-sense date format 12-31-2009

This format was probably designed in contest to find most logical date format, and then implement the exact opposite.

While this could be a matter of preference, it would be really good to have option to change this format (perhaps this is problem with KDE or system locales, not in kmail).

In kmail I mean for example the dates of groups when grouping in mails view.

I set yyyy-mm-dd in
1) kmail
2) kde system config

and all dates in kmail are ok, except the grouping-headers dates, as in screenshot

What locale is your system set to? From your screenshot, it looks to be English, where this date format is perfectly normal.

Oh, the KMail headers are the only thing disregarding the setting. I'd file a bug at bugs.kde.org about that.

FWIW 12-31-2009 may seem like nonsense, but it is actually how dates are written in the USA ;).
