start page without any bookmarks looks not good

I think the Welcome page needs quite a bit more love. In particular, it would be good to have:
1. What's Next actions on first startup, suggesting setting configuration if no bazaar.conf exists
2. The ability to set a 'work area' and search under it for all available bzr locations. The locations could be displayed instead of or in addition to the bookmarks.
