Server UUID changes, client package id cache seems to not be cleared

Bug Description
After pointing a client from staging to production, the package IDs are off.
A few hints about that:
- a general package upgrade ("smart upgrade") on the server gets back with wrong packages. For example, it says it will remove apache2, but apache2 is not even installed in the client (see attached screenshot)
- clicking on the link about available upgrades brings you to a package listing page where not all packages have previous versions installed (see attached screenshot)
I'll attach the debug logs from the client. Before the switch to production, the log level was the default one. It was switched to debug after the switch to production.
