edit config doesn't pull in DB password

Bug Description

When you click on edit configuration, the DB password is not pulled in and filed as astericks, making the user lookup the DB password and paste it in whenever they want to save the config.

I have this problem on a site most recently installed. Tried removing the default.php in the profiles folder but either turning on development or trying to edit theme is wiping my database settings in teh config file.

2.0 site config has bee re-worked in 2.0 trunk. You can't change the DB settings in the config UI any longer (thankfully). This code could easily be backported to 1.0. I'm willing to mentor anyone who would like to try.
