[karmic] command "shutdown 0" results only with a warm restart in rescue mode

Bug Description
Kubuntu Karmic with all upgrades installed, the Ubuntu desktop is installed as well.
From the terminal (either the text terminal at Ctrl-Alt-F1 or from the graphical "konsole" or "terminal") I run command
shutdown 0
As the result the system starts closing, display switches to text mode, for about 10 seconds there are some problems with killing some process. Then the system does not power down; instead a "warm restart" occurs (means no BIOS checking, no GRUB greeting screen) and I get the console of the system which usually can be seen during start of the system in the rescue mode.
