Yes, as designed. The RDF is always available, so the portlet is too. We can do one to two things. Decouple RDF from the downloads. Projects has it in the Project Information portlet. That is a more universal location when we consider that people and series have RDF too. The alternate approach is to state there are no downloads, so the user does not continue to hunt for what does not exist.
