license files and headers not in sync

Bug Description

The COPYING file does not match the headers in the source files. Also, the LGPLv2 file is missing. Usually projects have COPYING.GPL and COPYING.LGPL for such dual licensing (bilbo vs. bilbokblog). Thanks.

Did you saw the COPYING.LGPL and COPYING.GPL3 in bilbokblog and bilbo dirs?

BTW, will add a COPYING file in root to point you to them.

Thanks. I found those, however the headers of the source files in the bilbokblog library do not have the LGPLv2 text as expected. This should also be addressed.
