Update license to Apache-2.0

Binary package hint: libcommons-fileupload-java

As reported by Emmanuel Bourg on Debian:

The license in the package (Apache License 1.1) doesn't match the
license of the upstream release (Apache License 2.0)

Furthermore, the debian/copyright file is missing the Copyright info.
