when i just want to remove a package, synaptic still asks to "just download packages".
maybe it would be better to hide this option, when its not necessary.

Yes, I can confirm this and it does seem a bit silly. If there isn't anything to install, that checkbox should be hidden as it seems to only applies to new packages.

The present Karmic cycle for Hundred papercuts is full and this bug would only be scheduled for Karmic +1
Synaptic is being replaced By Appcenter in Karmic+1 , Hence not a papercut.

For further info about papercuts criteria , pls read > https://wiki.ubuntu.com/PaperCut
Don't worry though, This bug has been marked as "invalid" ONLY in the papercuts project.

As discussed here <https://code.launchpad.net/~evfool/synaptic/ancientfixes/+merge/93134/comments/290677> this “bug” will not be fixed, as there is no simple way for the program and user to agree when to discard this option and when to keep it. Either it is remember for _any_ action (current behaviour), or discarded always.
