windows have no title after restarting when visual effects are set to none

Bug Description

Ubuntu 9.04:

I set visual effects to 'none'.
After restarting the computer, all windows which show up on startup (e.g. pidgin) have no title (and no minimize, maximize and close buttons).

After setting the visual effects to 'normal' it get fixed. It stays OK after going back to 'none'.

This happens every time I restart the computer.

What window manager are you using? Also, do you experience this bug when using a different window manager?

I can confirm this bug for Karmic too, it was present before I upgraded from Jaunty to Karmic.
One time I set Visual Effects to None to try if I could use wine apps better then. Afterwards I changed back to Normal. Unfortunately ever since when I restart the system starts with Visual Effects None and all my window frames (title, borders, etc) are gone.
After rebooting I have to set Visual Settings back to Normal and borders and title reapper. I though this might get fixed when I upgrade to Karmic but the bug is still present (about 3 weeks now).

I use Ubuntu (Gnome, standard settings, 64bit)
