Bug Description
When scanning the import queue in Launchpad Rosetta for issues that need manual intervention, I found the following issue with the avahi package, which prevents a smooth import into Launchpad Rosetta and causes the Ubuntu Translation Coordinators to manually adjust or remove .po files.
There is one file in the queue that has a fuzzy header. The file is supposed to be for the en_NZ locale, but in the header it is written "British English". I am attaching here a corrected file, please consider the idea of using this file for the next import or to remove the file (it has only 2 strings translated).

The upstream avahi translation is in Fedora Transifex.

The file is empty.
Maybe is better to delete if from upstream.
