Redirect http:// URLs to https://

For OSI, requests to the http:// flavor of a URL get transparently redirected that the https:// of the URL.

Make this true for both Eurasia and Oxfam.

This is now done for Oxfam, but Eurasia still has an SSL bug.

Ah-ha: the Eurasia server has the wrong RSA key file for its SSL certificate. Someone needs to provide the correct key file. The modulus of the correct key file starts with "00:c6:f4:69...". To get the modulus from a key file, type:

openssl rsa -text < KEYFILE | less

(replace KEYFILE with the name of the key file.)
