kdialog -passivepopup option seems to be broken

Bug Description

Since I got kde 4.3 final on Jaunty i can't use the passivepopup option in kdialog.
It's the option used by PasmaNotify plugins in firefox so it's very annoying.

Instead i get a GTK notification in the middle of the screen.
