Bug Description

canonical.launcpad.hctapi won't import anymore since the Bzr branch support has landed. Its dependence on the Arch namespace needs to be removed.

David moved the hctapi stuff to lib/canonical/not-used/hctapi so it is no longer being tested. The comments above still apply if someone wants to resurrect it.

It was already not-tested since the database classes it depends on were removed.
