What it says. We should be able to handle:
1) registration
2) identification
3) server passwords
4) OFTC's cool ssl cert stuff

We currently handle 3 and 4 in the above list. I'm not certain there's enough of a need for 1 and 2, so I'm going to make this wishlist and take it off the 1.0 milestone.
