Bug Description
Currently, when tests fail, Tarmac adds a comment to the merge proposal with a subject of "Failed test command" and only the output from the test command in the comment. It should be more consistent with the general Launchpad behavior, and use "Re: [Merge] %s into %s" as the subject, and provide a little more information in the comment, as well as set the status back to 'Needs review' appropriately.
