Bug Description

To reproduce: ensure you have no ~/.bazaar/explorer/explorer.conf, run explorer, launch Tools -> Options dialog, change Contents from default to expanded. I've got the traceback (on win32):

bzr: ERROR: exceptions.KeyError: 'toolbar-style'
