Orca is installed by default, but not visible in the menu

Bug Description

In ubuntu karmic beta 3, orca appears to be installed by default, but is inaccessable until it is enabled in the menu by the main menu application.

Still the case in final Karmic.

In /usr/share/applications/orca.desktop the value NoDisplay=true is set. Change this to NoDisplay=false and Orca will be available in the Applications -> Universal Access menu.
