Bug Description
Binary package hint: open-cobol
The latest version of open-cobol in Ubuntu 9.04 (1.0-1ubuntu2) has libdb4.6-dev listed as a requirement, but no such package exists in Jaunty.
This causes the install to fail, because libdb4.6-dev cannot be installed.
A fake package cannot be created with equivs because it conflicts with the libdb-dev package.

This could probably be fixed by simply changing the libdb4.6-dev dependency to libdb-dev like it is in Karmic.
