On the document there, it states that dual-booting increases your computers start-up time, when infact it will decrease it.

Thanks for taking the time to make Ubuntu better by reporting this bug.
It will increase boot time a little as there will be a menu that wasn't there before (if you were on Windows first). The switching guide is being replaced by a new installation guide for Karmic so this won't be addressed, although should the phrasing come up in the new guide it will be reviewed and QA'd prior to release.
