Add appropriate http headers in shoutcast plugin

Bug Description

Shoutcast plugin (and perhaps the rest of Exaile) should use proper HTTP headers (such as User-Agent) and honor response headers (such as Last-Modified).

This will possibly help with the shoutcast problems we've been having.

Shoutcast no longer works due to API and TOS changes, so this isn't relevant anymore. Closing.
