"unmerged proposals" is unclear on project code page

Bug Description

The language near the top of a project's code page is confusing. For example, https://code.edge.launchpad.net/launchpad/ currently says:

  "34 pending proposals, 22 unmerged proposals"

This is confusing because any pending proposal is also unmerged. What Launchpad is really trying to say is that there are 22 approved-but-unmerged proposals -- the key thing that distinguishes them from the pending proposals is that they are approved. I think it would be better to say:

  "34 pending proposals, 22 approved proposals"

There may be a better way to say it (I experimented with a few; the above is the best I could come up with).
