Not allowed to search for 'couchdb' in PPAs

Bug Description

I would like to search for all 'couchdb' packages in Ubuntu PPAs, but
  https://edge.launchpad.net/ubuntu/+ppas?name_filter=couchdb
returns a
"Sorry, you don't have permission to access this page. You are logged in as Markus Korn."

That's because there's a private ppa amongst the search results.

That's probably a slip on the changes done in bug #367796, where non-owners can't see disabled PPAs.

The fix already included a changes to purge caches for disabled PPAs, however it's was not deployed yet, it's only on edge.

Anyway, even if the changes on devel were in production there would be a period where results for disabled PPA would continue to be erroneously returned in that search (until they get purged during the *daily* cache update).

The right fix is to exclude results from disabled PPAs for which the user is not an owner.
